Former Rector of University of Douala Barred from leaving Cameroon

Following the reshuffle of cabinet lat march 2, 2018 by the head of state Paul Biya, several key personalities of the state and managers of public institutions have been barred from travelling out of the country.

According to reports, the list of personalities that are on the radar of anti-corruption institutions only keeps getting longer and longer.

After David Nkoto Emane, Director General of Camtel, and some officials of this company, the security forces have just banned the departure of Professor Bruno Bekolo Ebe (former Rector of the University of Douala) and Ayina Ohandja Louis Max (Former Secretary of State at the Ministry of Public Works responsible for roads).

In a message signed on March 14, 2018, the Legion of Coastal Gendarmerie calls on the various branches of the gendarmerie of the region to take all the measures to prohibit Bekolo Ebe Bruno and Ayina Ohandja Louis Max from leaving the country.

However, sources ay that this ban placed on the two personalities from leaving the country is of no surprise.   On 17 January 2014, the supreme state audit department made public, 20 documents related to the decisions of the Financial and Budget Disciplinary Council (CDFB) for management misconduct by various officials, including the former Rector of the University of Douala during the period from 2007 to 2010.

The documents contained in detail, the execution of expenses not accompanied by supporting documents; the violation of the circulars on the execution of the budget of the State and the organizations; the acquisition of composition books from unauthorized service providers; breach of the principle of separation of the functions of authorizing officer and accounting officer leading to the withdrawal of funds, without justification of their destination; the commitment and authorization of expenses relating to the training of trainers’ missions, without justification of the execution of these activities; the violation of the Public Procurement Code, characterized by the absence of prior studies and the dismissal of the Control Engineer and the receipt of uncompleted work.

As for Ayina Ohandja Louis Max, he is criticized for his mismanagement when he was head of the University Institute of Technology (IUT) of the University of Douala.    LVV
